§1. Introduction and status of the maker of these representations

1.1 I am the registered keeper of the vehicle bearing registration number ________ and the person to whom the above Penalty Charge Notice (the “PCN”) has been addressed in my capacity of ________.

1.2 On ________ the PCN was issued in respect of the said vehicle, the reason for issue being stated as follows:

1.3 These representations are made within the statutory period and, where applicable, in response to the Notice to Owner served upon me dated ________.

§2. Statutory basis of these representations

2.2 I rely upon one or more of the statutory grounds set out below, each of which is advanced in the alternative and without prejudice to the others.

§3. Grounds of representation

3.1 Ground 1 – No contravention occurred. The alleged contravention did not occur. The vehicle was not parked, stopped or otherwise positioned in breach of any applicable traffic order or restriction, for the following reasons:

3.2 Ground 2 – Inadequate or non-compliant signage and road markings. The signs and/or road markings were not adequate, were not properly maintained, or did not comply with the Traffic Signs Regulations and General Directions 2016, such that the relevant restrictions were not clearly conveyed, because:

It was therefore not reasonably possible to ascertain the existence or extent of any parking restriction at the location in question.

3.3 Ground 3 – The recipient was not the owner/driver liable. I was not the driver of the vehicle and/or was not the person liable for the alleged contravention at the relevant time. So far as I am aware, the vehicle was at the material time in the control of:

3.4 Ground 4 – Penalty exceeds the amount applicable / procedural error. Further or alternatively, the penalty charge exceeded the amount applicable in the circumstances of the case and/or there was a procedural impropriety in the issue or service of the PCN, namely:
